Yes you can.
Right click on a theme you want- then click save as, then select to save to your jump or USB flash drive.

Yes you can. Here’s how
1. On your jumpdrive, create a new folder and call it PS3
2. In this PS3 folder, make another new folder and call it THEME
3. You should now have a structure on your drive that looks like this - PS3/THEME (All Caps Required)
4. Put the .p3t file into the THEME folder
5. Plug the drive into your ps3
6. Go to themes
7. Click install
8. Select the memory card or USB device
9. Install and you’re done
